Flournoy Jr., Fellow of the American Society of Landscape Architects, is one of the first individuals to propose a greenway system plan. Flournoy is a graduate of North Carolina State University (B.S., Recreation and Parks Administration, 1966-1969; Master of Landscape Architecture, 1969-1972) and worked for the Wake County Planning Department and the North Carolina Department of Environment and Natural Resources. Flournoy has worked in public services for more than three decades, working to improve the park system, bicycle transportation, and environmental causes.
