Robert Walter Kelly, originally from Merrick, New York, was a student at North Carolina State College of Agriculture and Engineering (later renamed North Carolina State University). While a student he was president of Pi Tau Sigma and Sigma Pi fraternities, among other activities. He earned a Bachelor of Mechanical Engineering in 1946. He later received a masters degree from Columbia University. He had a long career in engineering, eventually becoming a senior engineer for General Electric Advanced Reactor.
