The North Carolina Department of Environment and Natural Resources, Natural Resource Planning & Conservation, in cooperation with the NC Center for Geographic Information and Analysis, developed the digital Conservation Tax Credit Properties data to enhance planning, siting and impact analysis for the Clean Water Management Trust Fund project. This file outlines the extent of the property boundaries donated to the state in return for a tax credit.
This data was created to assist governmental agencies and others in making resource management decisions through use of a Geographic Information System (GIS).

Using ESRI's ARC/INFO GIS software, the dataset was built for polygon topology using the "build" command. Topology has not been edited since the last build or clean.
These data show the extents of properties donated for tax credit throughout North Carolina.
Tax credit properties data were acquired from various sources: existing data (where the boundaries already existed) or metes/bounds maps and deed descriptions. The accuracy of each property varies, dependent upon the source used.
Parcel data acquired from various counties
Conservation Land Trust data acquired by digitizing boundaries hand-drawn onto 1:24,000-scale topo maps
Paper maps and deed descriptions used to delineate tax credit property boundaries (NOTE: Properties that were donated after 1994 were not entered due to the fact that donations are not considered final for three years because of tax laws and time allowed to complete the transaction.)
Each tax credit property was researched to determine if the boundaries already existed in other CGIA digital data layers. If the boundaries did exist digitally, they were copied into the tax credit coverage from the existing data. Boundaries were identified and incorporated into the tax credit coverage for 39 properties from existing county parcel data.

If tax credit boundaries did not already exist digitally, the files supplied by the Natural Resource Planning & Conservation were reviewed for maps and deed descriptions. Boundaries from the deed or map metes and bounds coordinates were input using a menu-driven program acquired from the State Property office. This would produce the boundary for the site. The map and deed description would be further utilized to orient the boundary to its correct geographic location. If no maps existed in the file or if the deed description was not sufficient to determine the exact location of the property, the county tax office was contacted to acquire more complete information and/or maps. These were then added to the original file. (NOTE: One property in the coastal area of Onslow County (involving 26 acres of submerged land) was not incorporated into the file -- the only maps available were from the 1890's, and the shoreline has changed too much from that time to locate the three tracts involved.)
